WASH Expert

Destinazione: Lebanon
Scadenza della Vacancy: December 31, 2016

The WASH Expert will join the technical team of CISP in Lebanon to provide specific technical support to the CISP projects aimed to enhance local water systems and water access for Syrian refugees and Lebanese host communities.

Duty Station: Beirut (with frequent and regular missions to North and South Lebanon).

Duration: 12 months renewable Tentative starting date: December 2016 / January 2017.

Requirements:
a)
Qualifications in a discipline related to Hydraulic Engineering / Water-related Civil Works / Water & Sanitation;
b) Specific & demonstrated skills / technical experience in WASH (hydraulic engineering, design, management, implementation, supervision of hydraulic works, wash facilities, water networks, pumping stations, etc.);
c) Experience in WASH need assessments and gap analysis for development of WASH programmes;
d) Demonstrated experience and ability in development cooperation & humanitarian projects’ management, specifically in WASH;
e) Excellent understanding & experience of programme, financial and operational management processes;
f) Experience / skills in projects’ financial planning, administration, reporting;
g) Experience / skills in procurement procedures and tendering. The knowledge of procurement and tendering procedures set by EC, Italian Cooperation, UN (UNICEF, UNHCR, OCHA) is a preferential asset
h) Excellent communication capabilities and ability in reports’ writing;
i) Fluency in English. Knowledge of Arabic is a preferential asset;
j) Driving License;
k) Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties. Availability to work in security volatile context;
l)Past working experience in Lebanon is a preferential asset.

Main Functions:
1.
Technical planning, coordination, management and monitoring of project activities, including needs assessment, beneficiaries’ selection, technical design and preparation of BoQ for civil works and technical equipment (e.g. equipment for pumping stations, wells, etc.);
2. Procurement and tendering procedures for works, equipment and other goods and services;
3. Supervision and follow up of civil works;
4. Maintaining contacts with relevant local stakeholders, institutions, associations, cluster groups, donors, local authorities and International NGOs and agencies;
5. Taking care of technical operational agreement with local authorities, as well as any needed authorization;
6. Drawing project documents, assessment reports, activity plans, interim / final reports, etc.;
7. Supporting selection, recruitment, management and supervision of technical local staff.
