Middle East Design, Monitoring and Evaluation (DME) Officer
Based in: Beirut Reporting to: General Director and COSV Representative for the Mediterranean and the Middle East Length of Contract: 1 year extendable Deadline for application: 15/01/2017 Important NOTE: The perfect knowledge of Italian and English is a must. The knowledge of Arabic will be an asset.
The Middle East DME Officer will: • Support the ME team in designing projects to expand the Regional Program; • Monitor grants/funding opportunities, search for new donors in synergy with the Regional Strategy; • Contribute high-quality inputs into grant proposals and concepts, support review of program design ensuring quality results frameworks and log-frames; • Design log-frame and make M&E plan of new project/program, develop and improve quality of the indicators; • Participate in monitoring the making of annual plan (POA), ensure POA based on the original project design; • Providing project data for team leader, division management when requested; • Support ME PMs and RPMs in preparing evaluation reports of the projects/program.
The Candidate will have: • A university and/or master degree in Political Science, Sociology, Economics, International Cooperation, International Relations or similar qualifications; • A minimum of 3 years of experience working in the International cooperation sector; • A previous experience in M&E, management and administration of international cooperation projects; • A relevant skill in writing proposals according to international and donors standards; • Working knowledge of budget development and management; • A deep and consolidate knowledge of the PCM; • A good knowledge of the Middle East dynamics and current geopolitical situation; • A clear problem-solving attitude;
