Monitoring and Evaluation Officer (M&E Officer)

Country: South Sudan
Closing Date: 15th January 2017
Duty Station: Isohe, Imatong State, ex Eastern Equatoria State
Period: 6 months
Starting Date: 1st February 2017
Main objective: Develop and implement a monitoring and evaluation system
Reporting to: Country Representative South Sudan

Specific duties:

Due to the dynamic nature of the operating context, this individual will be required to not only monitor projects and to assist external evaluation consultants, but also to design and conduct needs assessments, participate in broader humanitarian assessments, conduct independent research, and assist in evidence-based advocacy and donor relations, humanitarian coordination, and project design and proposal writing. While the primary focus will be on core M&E activities, it is not expected that this single position will cover all necessary M&E across all projects while also managing additional duties:
1. Design, implement, and otherwise support routine project monitoring activities.
2. Assist in project design and proposal writing.
3. Facilitate the work of external M&E and research consultants.
4. Design, conduct, and otherwise participate in internal and external assessments, including to identify needs, impacts of interventions and shocks, and to support the humanitarian cluster system.
5. Design and conduct collaborative research projects as agreed upon with the supervisor in support of AVSI programming in-country and broader organizational needs and goals.
6. Engage in advocacy and humanitarian coordination on behalf of AVSI in South Sudan.
7. Liaise with actual and potential donors, partners, and other stakeholders in AVSI programming, with an emphasis on United States government agencies and departments and INGO’s based in the United States.
8. Complete all other duties as assigned by the supervisor.

Essential Requirement:
1.
Uniersity degree in Economics, Statistics, Monitoring and Evaluation or equivalent.
2. At least 3 years of experience in M&E system management, quantitative study or program management (minimum 3 years).
3. Proficient knowledge of the standard IT software.
4. Proficient knowledge of at least one statistical analysis program.
5. Excellent qualitative and quantitative analytical capacities in the socio-economic field.
6. Proficient knowledge of English (written and oral). Italian is an asset.
7. 2 years of experience in development/Humanitarian context.
8. Ability to manage a team.
