Project Manager UNHCR IDPs – Yemen

PM protection – IDPs (with NFI, Cash and Shelter-Wash components)
Location: Sana’a and Aden
Reporting to: Head of Mission and Country Admin-Finance Officer
Starting date: 15.1.2017
Duration of contract: 11.5 months

General context of the project

The project will address some of the critical needs of IDPs and conflict-affected community in Hadramout, Taiz, and Aden, as continuation and follow-up of the project carried out in 2016. There is the possibility that Ibb will be further included in the project.
The escalation of the conflict in Yemen since March 2015 had a devastating impact on all people’s lives, pushing the country into a level of humanitarian crisis never seen before: displacement, collapse of public service sector (especially health), social-economic-financial crisis and poverty.
The project “Provision of life saving and protection services to the Yemeni Internally Displaced Population and conflict-affected communities in Al Mukalla, Taiz and Aden” will provide IDPs and conflict affected communities with life-saving assistance and financial support to immediately respond to their most urgent needs, mostly caused by the ongoing conflict.

In particular:
• Protection services;
• Legal assistance;
• Cash assistance;
• Rental subsidies and shelter cash grants;
• Material assistance;
• Soft skills trainings for vulnerable PoC on relevant-to-the-market skills identified by vulnerable beneficiaries, With provision of connected toolkits at the end of the process.

INTERSOS will conduct protection monitoring exercises in the targeted in order to analyse the IDPs’ intentions in terms of movements/return and related protection risks/needs and to permit for a better tailored the humanitarian response.

Tasks and responsibilities
The Project Manager is in charge of the implementation and the supervision of the project entitled: provision of life-saving and protection services to Internally Displaced People and conflict affected communities in Al Mukalla, Taiz and Aden funded by UNHCR. Manage the full implementation of UNHCR funded protection programme for IDPS in Yemen.
This programme provides protection monitoring, case management, legal assistance, cash assistance for IDPs (unconditional cash for protection, health, rent and shelter rehabilitation) and NFI distribution.
The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.
The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

Main responsibilities:
• Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
• Guarantee an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations.
• Team management (about 61 direct staff and 30 support staff and 36 volunteers).
• Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
• Ensure final link and reporting to relevant sectors and hubs.

More specifically:
• Ensure activities implementation;
• Financial management and procurement;
• Manage team and to provide relevant capacity building and on-job coaching to the project team;
• Monitoring & evaluation;
• Reporting;
• Deliver monthly timely, complete and qualitative a comprehensive project reporting (PAT – project appraisal tool) to the HoM;
• Coordination and representation;
• Perform any other related duties as required.

Required profile/experience
• Hold an advanced degree in social science or any related field;
• Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget;
• Demonstrated experience in management of multi-sectorial programs;
• Demonstrate minimum 2 years’ experience in the implementation of protection programming in complex emergencies, including unconditional cash transfers and NFI distributions and prior experience in post-distribution monitoring;
• Demonstrated experience in staff supervision and remote management;
• Strong experience with monitoring tools and systems;
• Prior experience in working in complex emergency setting, involving displacement;
