Education Program Manager – Somalia

Location: Nairobi with frequent travels to Somalia (at least 10 days per months)
Reporting to: Head of Mission
Starting date: 15/01/2017
Duration of contract: 7 Months

General context of the project

INTERSOS is taking lead in chairing the education in emergency regional cluster in Bay region in Somalia alongside been an active member of the education cluster at national level that sits in Nairobi and as well as being a member of working group within the education in emergency cluster at the national level developing EIE cluster strategy and reintegration strategies linked to durable solutions.
INTERSOS is also implementing an ECHO and SHF funded projects in Baidoa and Jowhar targeting both formal and vocational training with specific attention given to the girls empowerment through improving enrolment and retention of girls and providing vocational training for the out of school girls and education in emergency in IDP sites north of Baidoa town.

Tasks and responsibilities
The education Programme Manager/Coordinator will provide technical support to the education staff in the implementation of the education projects. He/she will also provide lead in development of proposals and designing of education projects in accordance with the INEE minimum standard as well as reviewing and ensuring standard donor oriented reports.
INTERSOS wishes to increase her portfolio and education coverage in Somalia and therefore this position will be very instrumental in creating a good donor relationship, proposal writing and resource mobilization.

Specifically she/he is responsible to:
• Ensure Coordination with Nutrition, WASH and Protection.
• Support the project field staff in preparing quality and gender sensitive training modules/curriculum for the teachers’ training, focusing on gender sensitive education, teaching skills, basic psychosocial support and referral mechanisms, recreational activities, life skills education (health and nutrition, hygiene, HIV, reproductive health).
• Develop life skills curriculum for the peer educators and in the implementation of the overall peer education program (youth participation, peer education tools, peace education).
• Together with the project staff, the Advisor will ensure that the project implementation conforms to the INEE minimum standards and the Education Sector Strategic Plan for 2017.
• Provide technical support to the regional Education cluster chair that is currently chaired by INTERSOS.
• Identify and establish meaningful relationship with donors for funding opportunities.
• Develop proposals in line with INTERSOS strategic plan for 2017.
• Check and approve Fund request.
• Responsible for the implementation of the on-going activities and project and for the related administrative documents to be submitted during reporting.
• Ensure accountability of INTERSOS against Donors procedures.

Required profile/experience
• MSc Degree in Education/social sciences or an equivalent in related fields.
• Minimum of 5 years of experience in relevant program management or technical advisory roles in complex. Education projects preferably in Africa. Experience in Somalia will be highly preferred.
• Previous experience in conflict and post conflict education programming is a MUST.
• Proven experience in proposal writing, resource mobilization and networking.
• Experience in working with the education cluster and knowledge on the education minimum standards.
• Experience in developing education policies and education strategy, implementation and review.
• Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff.
• Facilitation, negotiation, motivation, team building and management skills.
• Ability to make decisions in an ambiguous environment and to operate in a decentralized organization.
• Knowledge of technical software for designing education programs based on the INEE minimum standards.
• Strong analytical and logical ability, works collaboratively, listening, communication and coaching skills.
• Fluency in English is required.
