Latest developments on the EUR-Lex website:


In January 2017, a new version of EUR-Lex went online. It includes the display of internal procedures for autonomous acts of the European Commission.

More concretely, internal procedures follow the major stages of the internal decision-making process within the European Commission and depict the work and various contributions of the different sub-entities involved in this process. This EUR-Lex release features the first phase of a series dedicated to internal procedures of the European Commission and includes information related to the stakeholder feedback to which draft autonomous acts are subjected.

Autonomous acts include delegated acts (adopted according to Art. 290 TFEU), implementing acts (adopted according to Art. 291 TFEU) and Regulatory Procedure with Scrutiny acts, (adopted according to Article 5a of Council Decision 2006/512/EC, which defined 5 different Comitology procedures).

The drafts of these acts are being transmitted to EUR-Lex since July 2016, with an ARES document identifier (e.g. Ares(2016)2922072). Information about the internal procedure to which they belong is available in a dedicated "Internal procedure" tab, also featuring the publication of the act in the Official Journal whenever available.

New package on Migration and Security

The European Commission adopted a package of documents on Migration and Security on 25 January 2017.

It includes:

Joint Communication to the European Parliament, the European Council and the Council - Migration on the Central Mediterranean route - Managing flows, saving lives JOIN (2017) 04 final

The Commission and the High Representative presents a number of additional measures to strengthen the EU's work in this area. As part of a comprehensive strategy, the Communication identifies a set of key actions with a view to manage migration flows and save lives on the Central Mediterranean route.

Proposal for a Council Implementing Decision setting out a Recommendation for prolonging temporary internal border control in exceptional circumstances putting the overall functioning of the Schengen area at risk COM (2017) 040 final - 2017/014 (NLE)

The Commission proposes that the Council allows Member States to maintain temporary controls for another three months.

Report from the Commission to the European Parliament, the European Council and the Council on the operationalisation of the European Border and Coast Guard COM (2017) 042 final

The Commission assesses the progress achieved and the work still needed in making the new European Border and Coast Guard Agency fully operational, three months after its launch.

Communication from the Commission to the European Parliament, the European Council and the Council — Fourth Progress Report towards an effective and genuine Security Union COM (2017) 041 final

The Commission presents its fourth report on the progress made towards an operational and effective Security Union as provided for by the April 2015 European Agenda on Security.
