Grant and Accountability Coordinator

Closing Date: 31/03/2017
Duty Station: Democratic Republic of Congo, Goma (North Kivu)
Period: 6 months
Starting Date: 1st of May 2017 (depending on funds)

Main objective:
AVSI’s current RRMP activities in DRC include Education in Emergency and Livelihoods. The Grants and Accountability Manager will be responsible for managing the day-to-day operations of the grants unit ensuring the quality and timely submission of all donor reports, building the capacity of national staff and contributing to proposal development for the country program
Reporting to: Senior RRMP Coordinator and Operations Manager.

Specific duties:
• Ensure quality and timely submission of all narrative and financial reports, including sending timelines, compiling reports, ensuring financial and narrative reports adhere to donor requirements and are accurate;
• Work closely with consortium partners in the field (IRC) in UNICEF RRMP consortium project and represent AVSI;
• Support, and where necessary, lead coordination, organization and follow-up of Grants Opening, Review and Closing Meetings in the field in a timely manner, as well as adherence of grants management systems;
• Support program staff to prepare budgets;
• Review Budget Versus Actual expenditure reports include a brief commentary on matters arising as identified from the report and send to Senior Coordinator and Operations Manager, particularly where any issues require immediate action;
• Ensure that a dedicated accountability framework is in place and the action accountable towards people assisted, donors and humanitarian community;
• Ensure that all donor related information is disseminated to program, finance and logistics staff to enable them abide by donor rules and regulations;
• Serve as focal point for grants related issues in the field;
• Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance;
• Represent AVSI RDC at district-level coordination meetings (Sector Clusters and relevant Humanitarian Coordination Meetings);
• Participate in the design of future new project(s) in collaboration with AVSI’s Technical Advisors and Country Representative.

Essential Requirements:
• Demonstrable knowledge of humanitarian affairs, research and innovation;
• Preferable academic studies in Economics, Development, Social Sciences; a Master on Humanitarian Studies or Education an asset;
• Excellent communication, people management and analytical skills;
• Experience in MS Excel and familiarity with budgeting;
• Prior grants management experience and familiarity with UN donor regulations, procedures and requirements;
• Familiarity with international standards for key program areas (health, protection, gender-based violence;
• Ability to work in unstable security environments, under pressure, to multi-task, improvise and be flexible;
• Willingness to travel extensively to visit field sites and endure basic living conditions when travelling to these field sites;
• Very good command of French and English (spoken and written) required;
• Experience with conflict / post conflict contexts, preferably in Africa;
• Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.
