Project Manager Nutrition – Afghanistan

Location: Kandahar.
Reporting to: Head of Mission.
Starting date: 1 April 2017.
Duration of contract: 11 months.
Reporting to: Head Of Mission.
Supervision of: National Staff (3 MDs and 3 nurses), Medical Coordinator, WASH officer e Food Security officer.
Closing Date: 29th march 2017.

General context of the project

The project aims at contributing to the reduction of maternal and child morbidity and mortality among IDPs, returnees and conflict affected communities in 3 districts of Kandahar Province through an integrated multi-sector intervention in nutrition, WASH and food security sectors.

The project includes:
• Provision of acute malnutrition treatment in 9 health facilities (through medical personnel);
• Outreach nutrition services through establishment and running of 2 Mobile Nutrition Units;
• Training on Integrated Management of Acute Malnutrition, Community Management of Acute Malnutrition and Infant and Youth Child Feeding;
• Awareness campaign of malnutrition;
• Rehabilitation of water systems in the health facilities and in some target villages;
• Construction of communal latrines;
• Health and hygiene awareness campaign;
• Livelihood activities (distribution of goats and poultry to families affected by Severe Acute Malnutrition and establishment of kitchen gardens);
• Mid-term and final surveys.

The general purpose of the post is to be in charge of the implementation, follow up and supervision of activities included in the project for Nutrition, WASH and Food Security.

Tasks and responsibilities
Under the technical supervision of the Medical Coordinator, the PM is responsible to:

• Provide technical supervision and guidance to INTERSOS nutrition team, both for the Mobile Nutrition Units and the staff in the static facilities;
• Provide supervision and guidance to INTERSOS technical national staff for WASH and FS activities;
• Reporting, monitoring and evaluation of the project implementation (including financial requirements) ensuring high quality of program implementation;
• Ensure consistency of the project’s activities with the national and international standardized protocols, policies and guidelines;
• Liaise with local government and health authorities, non-state actors, UN agencies, NGOs, and donors at national and field site level;
• Ensure accurate data collection and reporting are submitted in a timely manner for all activities within the health and nutrition program;
• Follow up nutrition issues and sharing of information with the Health and Nutrition Advisor in HQ;
• Proactively participate in relevant coordination meetings and in all relevant technical working groups.

Education:
• Nutrition and/or public health studies;
• University, Bachelor’s degree.

Technical competencies:
• At least 5 years of significant international experience in similar positions or in humanitarian sector;
• Working experiences in nutrition or public health and in managing nutrition welfare in communities;
• Experience in supervising Nutrition activities;
• Experience in working with IDPs or refugees;
• Previous experience in Middle East is an asset;
• Proven experience in management of DG ECHO funds;
• Proven experience in management of national staff teams;
• Proficient knowledge of English is required.
