Project Manager Education in Emergencies (EiE) – Afghanistan

Duty station: Kandahar & Kabul (roving), Afghanistan (Project is to be implemented in Bagrami and Qarabagh districts, Kabul Province, Maywand, Spin Boldak and Zheray districts, Kandahar Province).
Starting date: 15/04/2017.
Contract duration: 10 months.
Reporting to: Head of Mission (on the project delivery as per approved project proposal).
Country Admin, Finance Officer and HoM (for financial and procurement procedures).
Supervision of: Activity coordinators, Community mobilizers, Reporting officer, CBS teachers and trainers.
Closing Date: 5th april 2017.

General context of the project:

With the present project INTERSOS aims at ensuring access to safe and protective learning spaces to out of school returning, IDPs and vulnerable host community children in Kandahar and Kabul Provinces.
The project is to be implemented in close coordination with the Ministry of Education (MoE) and Provincial/District Education Departments (P/DED) and under the guidance of the EiE Working Group. Education in Emergencies can save lives by providing physical protection from the dangers and exploitation of a crisis environment through the provision of a protective and safe environment in which to learn and play. The proposed project foresees the establishment and running of 96 Community Based Schools (CBSs) offering EiE activities to a total of 3,820 out of school children (2,483 boys and 1,337 girls) and the distribution of classrooms equipment, learning supplies and learners’ kits. Specifically, through the establishment of CBSs and thanks to the capacity building activity of teachers, education personnel and School Shura members on EiE issues and PSS/PFA skills, the project aims to help children returning to a normal routine and contributes to the child’s emotional security and positive cognitive and physical development.
INTERSOS plans to expand its operation in Kandahar Province through a multi-sector intervention in nutrition, WASH and food security in Maywand, Spin Boldak and Zheray districts through ECHO funding.

General purpose of the position:
The PM is in charge of implementation and supervision of the project entitled Provision of Education in Emergency for returning, displaced and vulnerable children from host communities in Afghanistan.

Main responsibilities and tasks
The PM:

• Implements and supervises the activities of the project, ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs.
• Guarantees an efficient financial management and procurement for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.
• Manages and supervise the team, promoting training and capacity building among the staff.
• Delivers quality, timely and regular reporting including the findings in terms of impact/changes at the level of beneficiaries.
• Contribute to coordinate the different project teams in different areas of the country, and proactively join regular meetings with donor representatives and other relevant working groups at regional and national level.

Requirements:
• Hold an advanced degree (minimum equal to Masters level) in social science or any related field.
• Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget.
• Proved experience with and knowledge of principles and current approaches to education programming.
• Strong experience with monitoring tools and systems.
• Prior experience in working in complex emergency setting, involving multiple displacement.
• Relevant work experience in Middle East and/or Central Asia.
•Prior experience in project management funded by OCHA (CHF – pool fund).
• Fully proficient in written and spoken English.
• Dari and/or Pashto knowledge would be asset.
• Good knowledge of MS Office (Word, Excel, Outlook).
• Ability to deal with stress and demanding changes working environment, under heavy work pressure
• Excellent ability to establish inter-personal relations and good negotiation skills.
