International Research Expert on Human Trafficking and Labor Exploitation

Location: Thailand, Bangkok with a field mission in Samut Sakhorn and Cambodia Phnom Penh
Type of contract: Short Consultancy, open to Firm, NGO or Individual Consultant.
Starting date: 24th April 2017.
Expected duration: 25 days in 2017.

In the frame of MIG RIGHT PROJECT, financed by EU and implemented by GVC, LPN and LSCW, GVC is looking for an International Consultant Research Expert on Human Trafficking and Labor Exploitations.
MIG RIGHT project’s overall objective aims to improve legal instruments and policies in favor of safe migration, increasing the capacity and skills of Government Representatives (GRs) in origin and destination countries. GRs will be able to apply current laws more efficiently, avoiding misuse and discrimination in their implementation. Thanks to the dialogue with CSOs and representatives of vulnerable groups and international exchanges, policy makers will better understand the needs of migrants that are not fully addressed yet, contributing to their fulfilment. In this context the research/study aims to review and analysis the gaps of the protection laws and policies in Cambodia and Thailand in favor of the Cambodian migrant workers and trafficked persons and, after a public presentation and submission to the governments, (both Cambodia and Thailand), to become a ground paper for project’s advocacy activities in Cambodia, Thailand and Europe.

Responsabilities
The Research Consultant will be supported by GVC, LPN and LSCW’s staff, above all in the first days to collect documents and during his time in Bangkok, Samut Sakhorn and Phnom Penh. Key objectives of the research/study are as follows:
• To provide mapping/assessment/gap analysis of protection laws and policies in Cambodia and Thailand in favor of the Cambodian migrant workers and trafficked persons, evidence-based research and analysis that has been undertaken by international, regional and bilateral agencies; universities; governments; civil society and other organizations; as well as by individual migrants and activists;
• To provide concrete recommendations on how increase the capacity for applying and improving protection laws and policies in Cambodia and Thailand can be built/strengthened. In particular the consultancy aims to identify at least 3 regulations/laws in Cambodia and Thailand to be followed up by PPs – especially among those laws and initiatives recently put in place by the governments;
• To provide a road map and recommendations on how to address advocacy/lobbying activities on the basis of the studio’s results;
• To support team and international experts in organizing a project’s monitoring plan able to measure the effectiveness of the lobby and advocacy activities;
• To repeat the same study/research at the end of the project (2019) to picture the situation after 3 years of activities, outlining lesson learnt and recommendations for future actions. This second study will also measure the effectiveness of the lobby and advocacy activities promoted by the project.

Required Skills and Experience
• Professionalism: demonstrate professional competence and expert knowledge of the pertinent substantive areas of work;
• Ethics and Values: demonstrate and safeguard ethics and integrity (GVC code will be annexed to the contract);
• Education: minimum of an M.Phil degree (and ideally a Ph.D) in one of the following fields: Lws Studies, or other disciplines in the Social and Political Sciences; Human Rights or related fields;
• Demonstrated knowldege (education, publications, etc..) of labor exploitation, human trafficking and migrations;
