Work context:

Cesvi has been present in Tajikistan since 2001 when it started working mainly on water and environmental hygiene issues. After 5 years of post-emergency activities, Cesvi has started to move through development actions in order to ensure long term sustainability for rural populations.

Currently Cesvi has a main office in Dushanbe and is implementing several projects country-wide.

The 4 main sectors are:
1)
Environmental protection and natural resources management (NRM);
2) Rural development;
3) Support to business development (handicraft, fair-trade);
4) Protection of women and girls against violence.

In June 2016, within the framework of NRM and rural development, a 4 years’ EU-funded project started in the Zarafshon valley (“Enhancing Water and Natural Resources Management and Protection in upper catchments of Zarafshon Watershed”). In the mountainous upper watersheds the villages have no waste deposit facilities and infrastructures. The project will conduct, in close cooperation with relevant local government authorities, an awareness campaign among the targeted communities on organic material composting and non-organic waste management techniques, including demonstrations on construction of basic facilities for waste deposit. To ensure sustainability and high level of replication of the promoted techniques and implemented activities, the project will target not only the local communities, farmers and civil society organizations, but also local government structures.

Job description:
• The collaboration will last for 5 months, starting in August 2017.
• The Waste Management Specialist will be based in Ayni, with frequent travels to Dushanbe.
• S/he reports to the Project Manager/Environment expert and responds to the Head of Mission and the Desk officer (HQ).

The main activities, s/he will be involved are:
• Mapping of the main centres of waste and production in the project target area;
• Support, organization and technical backstopping for trainings and awareness seminars on sustainable management of waste (bringing innovations);
• Support and evaluation of the recycling system;
• Support in training on compost techniques to rural settlements;
• Study of the impact of the new collection system;
• Support in the organisation of the Training Course on solid waste management;
• Technical backstopping for the establishment of safe waste deposits;
• Support on the evaluation and technical backstopping for the implementation of small pilot projects.

S/he will be responsible for:
• Technical supervision and conduction of analysis and assessment;
• Maintain productive and smooth relations with partners, LAs and stakeholders;
• If requested by the Head of Mission and the HQ, s/he can be involved in new project proposals development.

Required competencies:
• University degree in Chemical and Physical Sciences; Environmental science; Geology or another relevant topic;
• Minimum 5 years of experience in Waste Management, preferably in developing countries;
• Proven experience in waste management activities in small communities in mountain rural areas;
• Experience in capacity building and institutional set-up;
• Leadership and management qualities;
• Teamwork;
• Effective communication & interpersonal skills;
• Good organisational skills;
• Demonstrated attention to detail;
• Fluency in English (written and spoken);
• Strong computer skills including Microsoft Word, Excel, Outlook.

Desirable competencies:
• Further qualification in waste management;
• Experience in working with local authorities / institutions;
• Prior experience in Central Asia;
• Knowledge of Tajikistan;
• Knowledge Russian;
• Knowledge of Farsi.
