Location: Gaza City, oPt.
Job Title: Area Manager.
Starting date: As soon as possible.
Expected duration: 6 months renewable.

GVC is a non-governmental, secular and independent organization founded in Bologna, Italy in 1971. Since its foundation, GVC has been active in international aid projects and programmes, including humanitarian aid, relief and development initiatives for people affected by conflicts and natural disasters, strengthening protection, livelihoods, local development and governance, shelter, and WASH.
The guiding principles of GVC’s work are the protection of human rights, non-violent and long-term responses to conflict, exploitation, oppression of women and children, expropriation, and destruction of economic and natural resources.
GVC has been active in the occupied Palestinian Territory (oPT) since 1992. It started its interventions in the health sector by creating the first transfusion health centre in the Gaza Strip, which is still operational.
Currently, GVC works both in humanitarian aid and development, aiming to:
• Provide access to basic services and available natural resources.
• Strengthen the protection of vulnerable communities.
• Enhance socio-economic development.
Historically in oPT, GVC has implemented activities including rehabilitation and provision of WASH assets and infrastructures; rehabilitation and provision of livelihoods assets; reinforcement of health and education services; and, supporting good governance. At present, the main donors are Italy (AICS), Belgium (DGD), the EU (DG ECHO), UNICEF and Italian Decentralized Regional cooperation.
The main goal of GVC activities in Palestine is to build the resilience and empower vulnerable Palestinians through an integrated community-based approach.
GVC also uses a Linking Relief, Rehabilitation and Development (LRRD) approach and gender approach in all its interventions. GVC’s humanitarian and development strategy focuses on empowering local communities and fostering democratic participation of civil society, as well as strengthening the governance capacity of the Palestinian Authority.

Summary of Key Functions and Responsibilities:
The Area Manager will be leading the development of GVC interventions in Gaza Strip in strict coordination with the Country Representative, the Emergency Coordinator and the Development Coordinator.

Specific functions and tasks

Representation:

• Representation vis à vis local authorities;
• Establish and update contact details of potential Donors active in the area of intervention;
• Provides a quarterly accomplished work plan of fundraising and external communication activities with relevant stakeholders in his/her area of management;
• Participate in Donor meetings at local and, if required, at national level and communicate relevant information to the Country Representative and Sector Coordinators;
• Representation amongst other international organizations;
• Participate in inter-NGO Coordination meetings, Clusters and those of UN Agencies (OCHA, UNDP, UNICEF, FAO, etc. ), and any other relevant inter-governmental institution at local and, if required, at national level;
• Ensure maximum visibility of the GVC amongst the NGO community at local level.

Office Management:
• Direct line management of the staff based in Gaza, including recruitment, coaching, capacity building and ensuring co-ordination;
• Ensure a positive working environment and good team dynamics (solve out potential conflicts);
• Supervise overall financial commitments and financial risk;
• Provides directly support to Project Managers of the area of intervention in project implementation;
• Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information;
• Authorize the requests of expenses of the office to be submitted to Sector Coordinators and Finance Manager;
• Contribute to the recruitment of expatriate staff assigned to the relevant area;
• Contribute to regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Representative with recommendations (new position, changes to contract or salary etc.);
• Supervise the preparation and provide final validation of tender documents and MoUs in cases where GVC is in charge of it. Otherwise the NTC will supervise the tender documents prepared by GVC partners;
• Supervision of technical procurement processes;
• Contracts execution: progressive stages’ quantity and quality monitoring control;
• Final validation of the technical supervision of contracted works;
