Project Manager – Libano
Terre des Hommes Italia (TDH IT) is an International NGO member of the International Federation Terre des Hommes, and of several Italian NGO coordinating bodies, including CINI, the Italian Network of International NGOs. We implement relief and mid-term programs and projects in 21 countries in the fields of education, primary health, protection, livelihood, PSS and children’s rights. Since the beginning of the Syria crisis, with the support of various donors (ECHO, UNICEF, UNHCR, Private Donors, Terre des hommes NL) TDH IT has provided assistance to Syrian refugee families fleeing their country and looking for shelter in Lebanon, as well as to the Lebanese host communities. At present we work in North and South Lebanon, in Beka’a and Mount Lebanon as well as in the Palestinian Refugee Camps. Since 2003 Terre des Hommes operates in Jordan where it has implemented various humanitarian and mid terms interventions for the benefit of the disadvantaged sectors of the Jordanian population as well as for Iraqi refugee families and Syrian refugees (after 2013). Within this context, Terre des Hommes Italia is looking for an experienced Project Manager for a 12 month livelihood intervention to be implemented in the Beka’a Valley (Lebanon) and in Zarqa Governorate (Jordan) in partnership with local organizations. The candidate shall have a proven experience in managing mid-term interventions in ME countries, with a focus on livelihood. She/he is required to have advanced communication and negotiation skills, a perfect command of the PCM and the main institutional donors’ financial and administrative procedures, as well as the ability to work in partnership with organizations and institutions of different backgrounds. Since the position advertised for is unaccompanied, TDH will not be responsible for providing benefits for the PM’s family members.

Terms of Reference for the Position

The expatriate Project Manager will be in charge of managing the partnership with the local partners and authorities, planning the project activities, supervising their implementation and reporting, while ensuring their qualitative and quantitative compliance with the project document, as approved by the donor.

In particular she/he will be in charge of:

Managing the relationship with the local authorities in Lebanon at the Governorate/District level. This includes:
• Presenting the project to the Lebanese Local authorities and communities in the areas of intervention;
• Drafting, negotiating and signing, if any, the MOUs with local partners/local authorities in Lebanon, stating roles, tasks and responsibilities of both parties;
• Approving similar documents drafted by the Assistant Project Manager based in Jordan;
• Coordinating with TDH Delegation in Jordan and supervising the Assistant Project Manager, who will be in charge of establishing and developing the working relationship with the Authorities in the country.

Managing the HR of TDH project’s staff, which includes:
• Drafting the TOR of the project’s staff;
• Coordinating with TDH Delegation in Jordan for the selection of the required staff and for contracting them on the basis of the Lebanon Delegation’s and Donor’s procedures;
• Identifying possible areas of weakness and planning for on-the-job trainings in coordination with the Delegation’s experts;
• Calling for and leading quarterly meetings with the Project leading committee, including Assistant project manager based in Jordan with the aim of:
• Designing activity plans and regularly revising their implementation;
• Regularly collecting the information and the reports required in accordance with the monitoring tools approved;
• Monitoring the expenditure pace in both countries and ensuring its compliance with the project document and the yearly/quarterly plans.

Administration. With the support of the administrator, the PM is responsible for:
• Budget management and follow-up;
• The sound implementation and monitoring of TDH It and the Donor’s administrative procedures;
• Following TDH It internal administrative guidelines;
• Defining quarterly and monthly plans of expenditures according to the project’s budget and the plan of activities.

Reporting. Maintaining the relationship with the donor. This involves:
• Facilitating the donor’s field monitoring visits based on the plan approved by the PLC;
• Drafting the interim and final reports as requested by the Donor, and any further report which may be requested.
