Emergency Project Administrator Kenya | Somalia

Code: 35_2017 EME PROJ ADM KENYA.
Duration: 3 + 3 months, renewable.
Salary Range: 2.200 € to 3.000 € gross salary according to Candidate’s experience.
Duty Station: Nairobi with possible travels to Somalia, according to project needs and security clearance.
Expiry date: 30/09/2017.

Work Context

Cesvi is present with a coordination office in Nairobi to supervise the projects in the country and to support the ongoing operations in Somalia at logistic, administrative and institutional level.
In Kenya Cesvi’s intervention focuses on protection and justice.
In Somalia, in the regions of Hiraan, Galmudug and Banadir, Cesvi is involved in health and nutrition, resilience, food security and livelihoods, emergency response to the current drought crisis in both urban and rural settings.

Job Description
• The collaboration will start in September / October 2017.
• The collaborator will respond to the HQ Desk Officer.
• The Emergency Project Administrator will be supported and supervised by the Regional Administrator based in Nairobi.
• S/he will work in close collaboration with all the Area Managers and the Project Managers (PMs), both national and international.

Main tasks:
• S/He will plan, supervise and deliver all project related administrative functions: accounting, budgeting, procurement, financial reporting and monitoring;
• S/He will ensure that the management of the program will comply with administrative procedures of Donors, local Law and Cesvi;
• S/He will ensure an adequate reporting to the Head of Mission/Desk Officer, related to the management/control of financial flows of the various projects, constantly monitoring expenses and cash flow (final balance and budget analysis);
• S/He will collaborate with Logistic Manager, HR Manager, Country Administrator and administrative staff in Kenya and in Somalia to ensure the proper planning of expenditure and to ensure the correct preparation and filing of project documentation;
• S/He will plan, supervise and control project and programme logistic functions;
• S/He will assist Head of Mission, Area Managers and Project Managers in the preparation of contracts with suppliers, partners and service providers and will monitor contract administrative performance;
• S/He will follow the project audit as scheduled by the donor.

Required Competencies
• Degree in Economics, Business Studies Accounting;
• Experience in management of emergency and/or development projects (min. 2 years);
• Knowledge of Donors’ administrative and procurement procedures (EU, ECHO, OFDA, Unicef, DFID);
• Strong communication skills;
• Proven team working skills, adaptability and flexibility;
• Proven ability to work under stress and with tight deadlines;
• Accuracy and attention to details;
• Fluency in written and spoken English;
• Excellent IT skills.

Desirable Competencies: Knowledge of Somalia.
