Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

Context of the mission:
The deterioration of the situation in Libya has led to an increase in the number of migrants traveling on the Mediterranean route to Central Europe and since the closure of the border with Turkey, Italy became the main country of new arrivals.
The Italian Mission of MDM was born at the end of 2015, when first activities were launched in Calabria, selected as programme site due to the high rate of new arrivals coupled with high presence of reception centers. The programme focused on unaccompanied migrants and women in first and second line reception centers.
Based on MdM strategy for 2018, a second programme site in Rome is now being launched with a focus on migrant population in informal settlements and occupied buildings in the capital. The Rome office will also serve as coordination office for the entire mission. A further key reason for launching a programme in Rome is linked to the need to strengthen our advocacy efforts and participate to the main advocacy platforms active in the capital, consistently it was decided to open up a position for Advocacy Officer to be based in Rome.

Tasks and responsibilities:
Advocacy in MDM is evidenced based, meaning that we rely on our field work to build our advocacy messages. This implies that our advocacy focuses on the impacts on health of the political, security and social situation for Migrants and refugees in Italy. Therefore, the Advocacy Officer is in close relation with the field team, in particular regarding data collection and reporting. Our advocacy strategy targets local, national and international stakeholders. Considering the number of organizations (both national and international) involved in advocacy for Migration in Italy, coordination and co-construction is an essential component of the position.
MDM has a Communication department in Paris and a person in charge for advocacy on health and migration issues. The Advocacy Officer will serve as focal point for the mission and will work in close cooperation with the communication and advocacy team in Paris.

Development and implementation of the advocacy strategy:
• Develop and consolidate the Advocacy strategy for the mission in coordination with the GenCo, the Desk Officer and the Country Referent;
• Propose an adequate advocacy action plan for the mission with innovative and effective advocacy actions: lobby tour, press releases, contacts with parliamentarians, reports, lobby, etc.;
• Integrate our field partners in the elaboration and implementation of the advocacy strategy;
• Implement the advocacy strategy and action plan;
• Monitor closely and analyse the political environment and context of migration in Italy and in Europe;
• Follow up the main political and diplomatic stakeholders’ agenda, statements and movements, which could lead to regular adaptation and update of the strategy and initiate reactive advocacy actions;
• Follow-up the daily situation and react to events that could trigger an advocacy position.

Training of the teams:
• Sensitize the teams about advocacy and involve them in advocacy actions;
• Empower the team to conduct advocacy actions;
• Train or co-organize advocacy trainings.

Elaboration of advocacy supports:
• Support the teams in collecting adequate and reliable data to be used in advocacy;
• Train the field teams to collect testimonies;
• Elaborate factsheets highlighting advocacy messages from our field data on the different areas of the strategy;
• Propose and review relevant investigations/reports;
• In coordination with HQ press department, prepare press releases;
• Maintain the advocacy contact database;
•Propose and elaborate advocacy material, innovation welcome.
