Project: “Waves of legality, waves of citizenship”

The Foundation “Giovanni e Francesca Falcone” aimed to promote the culture of legality and the role of civil society in countering organized crime and promote human righs is going to organize, together with the European Forum for Urban Security and other relevant partners, two International event in the frame of the project “Waves of legality, waves of citizenship” supported by the “Europe for Citizens” Programme of the European Union.
This call is aimed to select participants to both events, taking into account that you can apply for one of them or both, but priority will be given to those willing to participate to both.


General information on the project

The project aims to reinforce the role of organized civil society in combating and preventing crime and fostering the co-operation between the law enforcement system and civil society. It will involve 143 participants from 5 countries (50 of them with fewer opportunities) in activities connected to the promotion of culture of legality, promoting their civic commitment and their awareness on their role of active citizens toward crime prevention.
The project, is focused on two main activities :

- an international seminar on the role of civil society in combating and preventing crime and possible cooperation with the law enforcement institutions
- the participation of an international group of citizens to the celebrations and the initiatives connected with the 19th anniversary of the murder of the judge Giovanni Falcone, killed by mafia

During the first event, the participants will exchange their perception and knowledge about the organized crime and will have the possibility to get in direct contact with some experts on crime prevention and fighting, from the Institutional perspective (including representative s of EuroJust, FBI, Antimafia prosecution Offices) and the Civil Society perspective (representatives of Civic association against organized crime, criminal trafficking, school system, etc).

During the second event, the participant will take part in all the activities connected to the anniversary, having debates and exchanges with Sicilian participants, meeting students, taking part in the so called “Boat of legality” which bring 2.000 Italian students to the celebrations.
This last event organized in the past only for Italian participant, has normally a wide media coverage, with more than 800 accredited journalist from all over the world, thus providing a very high visibility to the project and the Europe for Citizens programme.

First event. International seminar – Paris, 25/27 February 2011

Since some years on the 23rd of May, anniversari of the killing of Giovanni Falcone, some 10.000 students arrive in Palermo, by using the so called “Boats of legality” from all over Italy, to take part in the celebrations in memory of the Judce, his wife and his bodyguards, killed by mafia on the 23rd of May 1992.

Participants’ profile.

We are looking for 20 participants for the seminar in Paris and 40 participants for the initiative in Palermo.
For the 20 participants to the meeting in Paris, preference will be given to candidates who will participate in both events.
For the remaining 20 participants to the event in Palermo, preference will be given to youth workers, students, teachers, youth leaders involved in activities with young offenders or at risk of offending or dealing with educational projects, dealing with crime prevention or with restorative justice programmes.

- Age: 18-30
- Good knowledge of English, in order to facilitate the participation and the interaction with other participants
- Interest in the specific topic of crime prevention and promotion of Civil society role
- Proven possibility to act as multiplier in his/her country of origin (i.e. by being member of a civil society organization or a network)
- Curriculum
- Preference will be given to participants from disadvantaged background

Financial conditions

- No participation fee
- Board and lodging provided by the hosting organization
- Travel reimbursement in between 70% and 90% (final calculation will be done at the meeting, once the total cost has been quantified).
- Travel reimbursement will be provided when the Administrative office of Falcone foundation will get all the relevant documents (retourn tickets, boarding passes, original train tickets, etc) and will be done by bank transfer.
