Org. Setting and Reporting:

This position is located in the Executive and Programme Support Office of the Department of Economic and Social Affairs (DESA).
The Finance and Budget Officer reports directly to the Chief of the Budget and Finance Section in the Executive Office of DESA.


Responsibilities:

Under the direct supervision of the Chief of the Budget and Finance Section in the Executive Office of the Department of Economic and Social Affairs (DESA), the Office of the Special Adviser on Africa (OSAA), the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OHRLLS), the Regional Commissions’ New York Office, and the Secretariat of the Chief Executives Board Secretariat’s New York Office, the Finance Officer is responsible for the following duties:


Budget preparation:
• Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements to ensure compliance with the the approved biennial plan/strategic framework and other legislative mandates;
• Provides detailed input with respect to resource requirements for budget submissions;
• Review, analyze and prepare programme budget implication statements for draft resolutions of intergovernmenatl bodies related to the work of DESA, OSAA and OHRLLS;
• Provides substantive support to relevant intergovernmental and expert bodies in their budget review.


Budget administration:
• Ensure compliance with the approved biennial plan/strategic framework and other legislative mandates by providing detailed input with respect to resource requirements for budget submissions;
• Administer and monitor regular budget resources, recommend reallocation of funds as necessary and approve redeployment of funds in the UN Integrated Management Information System (IMIS) within delegated authority;
• Certify appropriate obligations and disbursements, in accordance with approved budgets and established regulations and rules, related to individual and institutional contracts, official travel, meetings and conferences, printing, external training, information technology and other miscellaneous expenditures;
• Administer and monitor extrabudgetary resources, including review of agreements and cost plans and ensuring compliance with regulations and rules and established policies and procedures. Prepare financial reports to donors on use of extrabudgetary resources;
• Prepares, reviews and finalizes budget performance reports, including the extraction of financial data and the reconciliation of related accounts and analyzing variances between approved budgets and actual expenditures;
• Monitors expenditures to ensure that they remain within authorized levels;
• Provide advice to programme managers on budgetary and financial policies, rules and instructions;

General:
• Participate in meetings and working groups on matters related to resource requirements, programming and budgetary issues;
• Coordinate replies to audit reports from the Office of Internal Oversight Services and the UN Board of Auditors;
• Manage and supervise the work of finance assistants;
• Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
• Draft correspondence on budgetary and financial matters;
• Undertake ad hoc assignments as required.
