Org. Setting and Reporting

The function of Director, Programme Planning and Budget Division, reports to the Controller of the United Nations and is located in the Office of Programme Planning Budget and Accounts (OPPBA) , Department of Management.


Responsibilities

Within delegated authority, the Director is responsible for: 1. Preparing and presenting to the legislative bodies the Secretary-General’s budget outline; biennial programme budgets, including those of the special political mission and budgets of the criminal tribunals; strategic framework and revisions thereto; budget performance reports; and other reports on budgetary matters, including statements of programme budget implications of new activities, as well as revised or supplementary programme budget proposals, including unforeseen and extraordinary expenses; 2. Representing the Secretary-General on planning and budgetary matters in intergovernmental and expert bodies that approve and oversee the resources of the Organization; representing the Controller on matters of sound financial management, in full compliance with the Financial Regulations and Rules; providing leadership to the development of innovative and/or change management programmes. 3. Directing and supervising the work of the Division; formulating and overseeing the management of the substantive work programme of the Division under his/her supervision, determining priorities, and allocating resources for the completion of outputs in a timely matter; coordinating the work of the Division with other entities of the Secretariat and of the United Nations system, donors and agencies as appropriate; overseeing the functioning of the Division, including recruitment of staff, career development, management and training of staff under his/her supervision; fostering teamwork and communication among staff in the Division and across organizational boundaries. 4. Developing and implementing policies, procedures and methodology and providing guidance consistent with the Financial Regulations and Rules of the United Nations and the Regulations and Rules Governing Programme Planning, the Programme Aspect of the Budget, the Monitoring of Implementation and the Methods of Evaluation, on matters related to the programme plan, programme budget and extrabudgetary resources; formulating policies related to budgetary control and administrative actions toward effective and economical utilization of resources available for programme implementation; defining policies and procedures for programme planning and results-based budgeting. 5. Providing policy guidance in respect of consistency and soundness in the budgetary process and the methodology for estimating and reporting to the legislative organs on the requirements of programmes and special political missions funded under the regular budget and of the tribunals and special courts pursuant to legislative mandates; 6. Advising and providing guidance to departments and offices, including those away from Headquarters, on planning, budgeting, administrative aspects of their work programmes; managing, organizing and conducting training workshops for departments/offices, including those away from Headquarters on planning and budgetary issues; chairing and/or participating in meetings, task forces, seminars, etc. on budgetary and financial matters, including on issues that have implications for policies of the Organization; 7. Overseeing the maintenance and operation of a budget formulation and control system and the management of data structure, data input and system control.


Competencies

• Professionalism – Expert knowledge in budgeting and financial management, proven ability to produce reports and papers and take decisions on financial issues; ability to direct, review and guide the work of others, particularly in terms of substantive soundness.

• Planning and organizing – Proven ability to plan and organize work, requiring an in-depth understanding of its strategic direction; ability to integrate the work of the Division into the work programme of the OPPBA and DM.

• Communication – Excellent drafting ability and interpersonal communication skills; ability to defend and explain difficult issues with respect to key decisions and positions to intergovernmental bodies, senior officials, and staff; proven ability to communicate complex concepts orally; ability to prepare written reports that are clear, concise and meaningful.
