Org. Setting and Reporting

This position is located in General Legal Division in the Office of Legal Affairs of the United Nations. The incumbent will be under the general supervision of the Director of the General Legal Division and, unless otherwise provided, the immediate supervision of the Deputy Director or the Principal or Senior Legal Officer.


Responsibilities

The Incumbent will be responsible for the following duties:
• Assist in the provision of legal advice on the representation of the Secretary-General in the administration of justice system, including: researching and analyzing novel and complex issues of international administrative law; preparing advice to offices representing the Secretary-General before the United Nations Dispute Tribunal (UNDT); identifying trends and systemic issues in UNDT jurisprudence, and developing appropriate recommendations to address such issues; and briefing senior management on cases and issues emerging from the administration of justice system.

• Assist with the representation of the Secretary-General before the United Nations Appeals Tribunal, including: analyzing UNDT judgments and identifying issues for appeals; liaising with relevant offices to prepare appeals of UNDT judgments; and drafting appeals of UNDT judgments.

• Provide legal advice on the development of administrative issuances relating to the administration and management of the Organization.

• Provide legal advice on the interpretation and application of the United Nations Staff Regulations and Rules and of resolutions and decisions of the governing bodies of the Organization, including its separately funded Funds and Programmes such as UNDP, UNHCR, UNFPA, etc., relating to administrative and personnel matters.

• Perform other duties as required.


Competencies

• Professionalism: In depth theoretical knowledge of international law, including, international administrative law as practiced in international organizations (especially the United Nations) and rule of law issues. Strong skills in analyzing complex and novel issues in international law and applying a comparative law perspective. Excellent skills in drafting under pressure a broad range of documents of a legal nature, including briefing notes and reports on legal issues and submissions to courts and tribunals. Demonstrated ability to provide oral briefings on complex legal issues to legal and non-legal audiences. Sound negotiation skills. Good understanding of the UN system, organization and interrelationships. Fully proficient computer skills and ability to use relevant software applications, in particular information databases, internet/intranet services, library sources, etc. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• Communications: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

• Judgement/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.


Education

Advanced University degree (Master's degree or equivalent) in law. A first level university degree in combination with qualifying experience of two years as a practicing attorney may be accepted in lieu of the advanced degree. Such qualifying experience shall be in addition to the work experience requirement below. Admitted to practice law in at least one national jurisdiction is required.
