Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 163 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world, and three Support Divisions: (i) Division of Concepts and Planning; (ii) Division of Information Management; and (iii) Division of Technical Support and the Office of Safeguards Analytical Services.

The Division of Information Management comprises four sections and provides the Department of Safeguards with the services of information collection, data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions.

The Information Collection and Analysis Section contributes to the all-sources information analysis necessary for the IAEA to produce credible conclusions, as required, concerning the compliance of States with their safeguards obligations. It participates in the review and definition of processes and technologies for information collection, processing, dissemination, and analysis in support of the State evaluation process. It assists in defining information collection and analysis processes and in the assessment of relevant tools and systems.


Main purpose

The Nuclear Trade Analyst contributes to the Unit's activities by enhancing information acquisition, analysis and evaluation. He/she strengthens the consolidated State evaluation process using his/her expertise in national and global nuclear related trade and trade controls, in accordance with departmental objectives.


Role

The Nuclear Trade Analyst is a specialist in the analysis of issues related to global trade and export controls of nuclear related goods, services and technology; a key player in developing and maintaining new information sources for the IAEA; a liaison with Member States and their nuclear related companies; and a key contributor to broader efforts to develop and improve analytical approaches in support of information driven verification activities.


Partnerships

The Nuclear Trade Analyst participates in the daily teamwork with other members of the Unit and the Section; builds collaborative teams with staff of safeguards' divisions to coordinate and/or participate in defining analysis goals, setting priorities and evaluating task requests; advises and improves awareness of IAEA staff in the Department of Safeguards and elsewhere about proliferation concerns related to nuclear related trade and trade controls; cooperates with representatives of governments and industry to further improve understanding of global markets of nuclear related items and technology and the use of related expertise and data to contribute to IAEA safeguards being fully information driven.


Functions / Key Results Expected

Under the leadership of the Unit Head, the Nuclear Trade Analyst will collect, analyse and report on safeguards relevant information on nuclear related trade, which includes the following functions:
- Collect and analyse information related to nuclear proliferation networks, undeclared activities and export control systems;
- Participate in further developing the use export controls and customs related data for trade analysis by identifying and diversifying sources of safeguards relevant data in cooperation with respective governments, NGOs and industry;
- Participate in further developing analytical approaches and methods to make best use of information on covert trade of sensitive nuclear technology and relevant data management systems, including visual analysis techniques and use of database functionalities;
- Work with technical consultants on specific analytical and development projects, including the Safeguards R&D Programme and the IAEA's support projects, as required;
- Train and guide other staff in the collection and analysis of information on nuclear trade and/or customs controls pertinent to the nuclear fuel cycle and proliferation pathways.
