Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world; and three Support Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division for Technical Support; and the Office of Safeguards Analytical Services. The Division of Concepts and Planning is responsible for strategic planning, programme analysis and resource management for the Department and the development, design and standardization of safeguards concepts, approaches, procedures, and training.

The Section for Concepts and Approaches is one of four sections in the Division of Concepts and Planning and is responsible for Departmental strategic planning activities, including development of the long-range R&D plan; developing new safeguards concepts, approaches, and methods to address developments in the nuclear fuel cycle and safeguards technology; and supporting the political, legal and economic framework of safeguards. The Section provides support to advisory and policy-making bodies, organizes technical meetings with representatives from Member States and provides a wide range of support to the Operations Divisions in addressing safeguards implementation issues.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.


Main purpose

As a member of a team led by the Section Head, the Senior Safeguards Analyst: develops and evaluates new safeguards concepts and approaches; supports operations in implementation issues of all kinds; analyses the application of traditional and integrated safeguards to various fuel cycle facility types, including cost effectiveness; provides technical support for State and safeguards approach evaluations; serves as a task officer for Member State Support Programme (MSSP) tasks; and prepares working documents for consideration within the Department of Safeguards and by international consultant and advisory groups.


Role

The Senior Safeguards Analyst is:
(1) an Analyst - developing safeguards concepts, approaches and policies, including analysis of their strengths, weaknesses and cost effectiveness;
(2) a Coordinator of programmes of work related to safeguards involving other IAEA staff and experts from Member States;
(3) a Facilitator - providing timely, accurate, and efficient support to the Operations Divisions to resolve safeguards implementation problems, and supporting safeguards inspection, training, and other activities of the Department, as requested.


Partnerships

The Senior Safeguards Analyst interacts with staff at all levels throughout the Department and takes a leading role on teams of technical specialists to develop or evaluate safeguards information, concepts, approaches and policies, to coordinate support programme projects, and to address special cross-cutting IAEA issues. He/she provides technical expertise to other Sections and Divisions in support of safeguards inspections, training, process development, equipment needs and information management.


Functions / Key Results Expected

- Identify safeguards needs and manage a programme of tasks or actions to address the need.
- Develop, analyse, and document new or enhanced technical safeguards concepts, policies and approaches.
- Provide technical evaluations of State evaluation reports.
- Provide technical evaluations of State-level integrated safeguards approaches and measures in order to determine their acceptability and to recommend changes necessary to increase their effectiveness and efficiency, in compliance with IAEA policy and guidance.
- Provide effective planning and coordination of Technical Meetings and produce accurate summaries of the proceedings and conclusions of the meetings.
- Provide technical expertise and effectively contribute to safeguards inspections and other field activities.
