Job Summary:

This position participates as a business and technology consultant for the Fund and brings extensive strategic and project/portfolio management experience to bear upon a variety of assignments in support of business/IT projects, the CIO, IT governance, Technology and General Services (TGS) departmental management, and others. It also supports collaborative steering committees in their area of specialty to build consensus and support implementation of decisions.


The successful candidate is expected to have extensive exposure to facilitating high level steering committees, business/IT strategic planning, and project/ program/portfolio management best practices along with a strong background in supporting moderate to large business/IT projects through the full project lifecycle. S/He should understand project management methodologies and issues related to coordinating diverse project teams. The successful candidate will also be required to lead or contribute to various business process improvement initiatives across TGS in both IT and non-IT functions.


The situations a Senior Business Planning and Relations Officer faces are often highly variable, requiring significant strategic, interpretive, and analytical thinking. The position often plays a role as facilitator between business units and IT personnel. Assignments are of considerable conceptual complexity and have a wide impact on the results of the business operations.


Specific duties and responsibilities include:
• Facilitate a continuous technology strategic and budgetary planning process across departments to ensure ongoing alignment with Fund business/IT strategic directions.
• Partner with IT governance and business leadership as well as other key stakeholders to prioritize projects and establish portfolios based on predefined criteria (strategic alignment, ROI, ability to deliver business outcomes, etc.)
? Define, develop, implement, and monitor enterprise-wide IT project/program/portfolio management practices, governance standards, processes, guidelines, metrics, and tools.
? Analyze the impact to the portfolio of changes in existing programs/projects and the inclusion of new projects.
• Monitor industry trends in strategic planning and project/program/portfolio management, and serve as a liaison with industry experts.
• Prepare memoranda, reports, and presentations to Fund management and other organizations on topics related to IT strategy and project/program/portfolio management.
• Validate, report, and track defined program/project business outcomes and KPIs.
•Report the annual health of the IT capital portfolio.
• Oversee periodic reviews of key programs and projects, monitor their progress and provide updates to leadership.
• Provide standardized centralized support and advice services including but not limited to: business case/project charter tools/templates, planning templates/tools, scheduling template/tools, estimating techniques, project accounting templates/tools, project risk assessment, issues tracking tools and techniques, project close out processes/templates/tools.
• Manage projects on an as-needed basis.
• Serve as the primary point of contact for project deliverables and management resources.
• Lead, select, train, develop and evaluate Business Portfolio Team members.
• Perform complex administrative duties requiring oversight, attention to detail and analysis.
• Support IT strategic planning and financial analysis.
• Negotiate, develop, monitor and administer a variety of contracts and agreements.
• Lead or contribute to business process improvement initiatives across various functions within TGS.


Qualifications


Experience:
• Expertise in facilitating executive committees.
• Expert understanding of project/program/portfolio management concepts, methodologies, and best practices.
• Expert understanding of change leadership.
• Expertise in business process re-engineering and streamlining.
• In-depth knowledge of performance measurement concepts and application.
• In-depth knowledge of communication planning concepts and application.
• Expertise in MS office including MS Project and workplace productivity products.
• Expertise in CA Clarity Portfolio Management Software capabilities and use a plus.


Skills:
• Ability to establish effective relations with staff at all levels and of different cultures (diplomatic, motivational, and /or negotiating skills).
• Ability to run effective meetings.
• Ability to lead a team, establish team priorities, manage multiple and conflicting tasks, and work effectively under pressure.
