This position is located in the Finance and Budget Section in the Programme Support and Management Service and the incumbent reports to the Chief of the Finance and Budget Section.

Responsibilities:

Under the supervision of the Chief of the Finance and Budget Section in Programme Support and Management Services, the incumbent will be responsible for the following:
1. Provision of guidance on financial policies and objectives for budgetary and financial issues to ensure consistent application and observance of the United Nations Financial Regulations and Rules by:
- Interpreting the guidance and reviewing accounting policies and procedures to provide appropriate advice;
- Preparing requests to designated officials for exceptions to standard policies and practices;
- Participating in assessment of ongoing or new operations in order to ensure that financial procedures are being observed/adhered to and that there is adequate segregation of duties;
- Reviewing in detail complex financial cost issues and implications and making recommendations to the Chief of Section, as appropriate;
- Providing replies to internal and external audits;
- Reviewing and approving the statements of programme budget implications for draft resolutions proposed by Members of the Human Rights Council;
- Providing general guidance, and planning/supervising the preparation of the proposed programme budget submission, and, providing clarifications to queries raised by Programme Planning and Budget Division (PPBD).

2. Plan and administer the use of all resources made available to OHCHR and
ensure their effective and economical utilisation by:
- Ensuring compliance with procedures and practices for expenditure control and financial reporting; identifying and solving complex system problems in line with United Nations financial accounting policies, procedures and instructions;
- Overseeing the preparation of proper accounting records/reports including analysis of accounts and assembly of data and supporting information so that timeous, accurate information can be provided to facilitate the decision-making process;
- Providing guidance on all accounting matters including the preparation of interim and final financial statements and monthly accounts, ensuring observance of deadlines, particularly during the year and biennium-end accounts closures;
- Advising the substantive branches on issues and problems which have financial implications and recommending effective and efficient solutions;
- Providing technical support and coordination to the budget formulation and implementation processes;
- Providing guidance to ensure the provision of accurate and pertinent financial information to internal review bodies to support decision-making at senior management levels;
- In conjunction with the Chief of Section, develop policies and procedures to ensure transition to accounts complying with International Public Sector Accounting Standards using the proposed Enterprise Resource Planning system;
- Preparing correspondence in response to queries raised by PPBD/OPPBA, Accounts Division/OPPBA and others on budgetary and accounting policies;
- Under delegation of authority, receive voluntary contributions and issue allotments from extrabudgetary resources, including redeployment of funds when necessary, ensuring appropriate control over expenditures;
- Manage and monitor budget implementation and recommend reallocation of funds as necessary; monitor expenditures to ensure that they remain within authorised levels;
- Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;
- Prepare budget performance submissions;
- Provide substantive support to relevant intergovernmental and expert bodies.

3. In conjunction with the Chief of Section, direct and supervise the staff and work of the Section by: providing direct advice and holding regular meetings with all staff and Unit Supervisors for discussion of problems or issues arising in their areas of responsibilities and advising or providing solutions for them;
- Setting standards for the quality and quantity of work and ensuring delivery;
- Providing leadership to ensure PAS compliance in the Section and participating in career development planning and training for staff; keeping abreast of new developments and techniques related to the Section's work;
- Acting as Chief of the Section in his absence.
