4. Perform other duties as required by:
Participating in various meetings held for discussions on the activities of OHCHR and presenting information or advice related to budgetary and financial matters;
Participating as a member or ex-officio member of the local committees, as required.


Competencies:

PROFESSIONALISM: Expert knowledge and command of the United Nations Financial Regulations and Rules and results-based budgeting and financial administration of resources; ability to produce reports and papers on complex technical issues. Demonstrate effectiveness in developing budgetary policies, procedures and new programmes.

PLANNING AND ORGANISING: plans and prioritises work activities to achieve the Section’s goals, organises and oversees work processes efficiently to achieve quality results within deadlines.

CLIENT ORIENTATION: builds and sustains effective partnerships with clients, establishes and maintains relationships with a broad range of people to understand their needs and to gain appropriate support; drives for change and improvement, does not accept the status quo.

TECHNOLOGICAL AWARENESS: uses information technology effectively as the main tool to allow effective management of financial resources. Sound knowledge of the Microsoft Office suite, particularly Excel and Word; knowledge of other computer applications relevant to the field of UN finance and budget, particularly IMIS and Paradox.

JUDGEMENT/DECISION-MAKING: Proven ability to display sound judgement in responding to frequent questioning on complex financial and budgetary matters; Good judgement, initiative, energy and tact; ability to maintain an effective working environment by making sound judgements to maximise productivity and achieve the Section’s goals.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.


Education:

Advanced University degree (Masters or equivalent) preferably in finance, business administration or related area and Chartered or other internationally recognised Accounting qualification. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.


Work Experience:

Minimum of seven years of progressively responsible experience in the field of accounting or financial management and budgeting systems.


Languages:

Fluency in oral and written English; working knowledge of French; knowledge of another official United Nations language is an asset.

Assessment Method:

Written financial test and competency-based interview.


Special Notice:

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers In accordance with established rules and procedures.
