This post is located within the Information and Communication Technology Division, (ICTD) of the Economic and Social Commission for Western Asia. The Director, ICTD reports directly to the Executive Secretary.


Responsibilities:

The Director of the Information and Communication Technology Division (ICTD), will be responsible for the following:

1) Formulate and implement the substantive work programme related to ICT issues under his/her supervision. Oversee the management of activities undertaken by ICTD, ensure that programmed activities are carried out in a timely fashion and co-ordinate work in the different areas both within the Division and ESCWA, and with other organizations of the United Nations System, as appropriate;

2) Lead, supervise and carry out the activities related to ICT and knowledge management issues, while providing qualified technical assistance to member States and assisting them in their efforts to build on Information Society as per the WSIS outcomes;

3) Supervise on a continuous basis studies on developments and trends in the ICT and knowledge management environment in the context of the global knowledge-based information economy and society, and on the impact and implications in the ESCWA region;

4) Plan and organize new initiatives, programmes, studies of strategic issues, and development of options relating to ICT and knowledge management within the ESCWA programme of work, indicating the policy, strategy, actions and adaptations needed to achieve them in a changing environment;

5) Plan and organize activities and initiatives pertaining to science, technology and innovation including those related to research and development in collaboration with ESCWA Technology Centre;

6) Co-ordinate and oversee the preparation of reports for presentation to the Secretary-General as well as to inter-governmental bodies and other policy-making organs, including reports on budget/programme performance or on programmatic/substantive issues, as appropriate;

7) Ensure that the outputs produced by ICTD maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the Sections under his/her supervision meet required standards and comply with the relevant mandates;

8) Assist the Executive Secretary in preparing the work programme of ICTD, determining priorities, and allocating resources for the completion of outputs and their timely delivery;

9) Undertake or oversee the administrative tasks necessary for the functioning of the Division, including preparation of budgets using the results-based budgeting methodology, reporting on budget/programme performance, evaluation of staff performance (PAS), and evaluation of candidates for job openings;

10) Represent ESCWA at international, regional or national meetings.

- Leadership: Proven track record of excellent management and technical leadership skills and ability to delegate appropriate responsibility, accountability and decision-making authority.

- Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority, makes sure that roles, responsibilities and reporting lines are clear to each staff member, accurately judges the amount of time and resources needed to accomplish a task and matches task to skills, monitors progress against milestones and deadlines, regularly discusses performance and provides feedback and coaching to staff, encourages risk-taking and supports creativity and initiative, actively supports the development and career aspirations of staff, appraises performance fairly.
