Education:

Advanced university degree (Master's degree or equivalent, PhD preferred) preferably in one or more of the following specialized fields of ICT relevant to the work of the Commission: computer engineering, computer science, communications, with the necessary technological and analytical knowledge and skills in ICT or knowledge management or any related field. A first level university degree with a combination of relevant academic qualifications and experience in ICT or related area may be accepted in lieu of the advanced university degree.


Work Experience:

A minimum of 15 years of progressively responsible professional experience is required, including a minimum of five years in a managerial position preferably in a regional or international environment and a thorough knowledge of ICT and/or knowledge management strategic policy and planning in the regional and international contexts. Progressively responsible relevant post-graduate experience is required, in the application of principles and concepts of ICT and/or knowledge management in development in various contexts or analytical and research techniques in support of an organizational, national or regional programmes. Familiarity with digital Arabic content and technology is preferable.


Languages:

English and French are the two working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and oral Arabic and English is required.

Assessment Method:

The short-listed candidates will undergo a substantive and a competency-based assessment and interview.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers In accordance with established rules and procedures.
