The Council of Europe and the Ministry of Youth and Sports of Turkey agreed to develop a long-term training course (hereinafter LTTC) on the topics of youth participation and youth policy. The LTTC will include the following phases:
• 23-30 October 2011, a 6-day training course on youth policy and youth participation, with a particular focus on the Turkish translation of the revised Charter on Youth Participation in Local and Region al Life (hereinafter the Charter) and of the Manual “Have Your Say!”
• E-learning activities, from October 2011 until the second residential course in 2012;
• Educational support for the development of participants’ projects, from October 2011 until the second residential course in 2012;
• 2012, the second residential training seminar, planned to take place in the European Youth Centre Strasbourg, France (dates to be confirmed).
The 2011 residential course seeks to foster a better understanding of the realities, aspirations and visions of young people in Turkey. It is also meant to contribute to the development of youth policies including support to non-governmental youth organisations and interaction between governmental and non-governmental actors in youth policy.
Aims and objectives of the course
The aim of the course is to develop participants’ competences in enhancing youth participation in Turkey and in European projects and to stimulate co-operation between different actors in the youth field in Turkey for youth policy development and implementation.
The course objectives are:
• To improve the competences of participants in developing project on youth participation, as part of youth policy development in Turkey;
• To reflect on and improve competences of participants regarding the cooperation, roles, responsibilities and values of the different actors (governmental, non-governmental, local authorities, international institutions) in promoting and developing youth participation and youth policy in Turkey;
• To improve participants’ knowledge about the Council of Europe’s approaches to youth participation and principles of youth policy development and implementation, particularly the revised European Charter on Youth Participation in Local and Regional Life and the Manual “Have your Say!”;
The course will bring together 30 participants, of which 25 will be from Turkey.
All participants should:
• Be youth workers, youth leaders or civil servants actively working in youth organisations or youth services;
• Have already experiences in projects related to youth participation and/or youth policy in their realities;
• Be supported by a youth organisation, state institution or other body, that will ensure their support for the participant’s participation and initiatives (participants need to attach to their application a support letter from this organisation);
• Have basic skills of using online learning;
• Be residents in one of the parties to the European Cultural Convention other than Turkey;
• Be preferably between 18 – 35 years of age.
Residents of Turkey interested in this call should apply directly to the Ministry of Youth and Sports of Turkey.
Working languages: English and Turkish
Travel expenses
Travel expenses and visa fees are reimbursed (on presentation of the relevant receipts) according to the rules of the Council of Europe. The travel reimbursement will be done by bank transfer after the course. Only those participants who attend the course can be reimbursed.
Accommodation
Board and lodging for the training seminar will be provided and paid for by the Ministry of Youth and Sports of Turkey.
Enrolment fee
An enrolment fee of 60 Euros is payable by each participant. This amount will be deducted from the amount to be reimbursed for travel expenses.
