Background
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.
The goal of UN Women’s presence in Cambodia is to support the achievement of gender equality and women’s empowerment and the promotion and protection of women’s human rights.
Ending violence against women and girls (EVAW/G) has been identified by UN Women as a primary focus area in Cambodia. Working with key partners, UN Women is contributing to national priorities to end all forms of violence against women. UN Women seeks an expansion in services, and the adoption and implementation of laws, policies and strategies that respond to and prevent VAW/G. In Cambodia, UN Women focuses on a number of key areas, including support for the formulation of new policies, the generation of knowledge, and strengthening coordination and accountability on EVAW/G.
To achieve its goals, UN Women works with a range of stakeholders. Following the review of Cambodia’s 2009 National Action Plan to Prevent Violence against Women (NAPVAW) – the term of which ended in February 2012 – UN Women supported the Royal Government of Cambodia (RGC) in developing a new NAPVAW. This now presents Cambodia with a key opportunity to build upon lessons learnt from the previous NAPVAW and to adopt a new version that provides a comprehensive framework for EVAW/G in Cambodia. The Ministry of Women’s Affairs (MOWA) leads this process in close consultation with relevant ministries, development partners and civil society. Donor support, particularly from AusAID, has enabled this work.
As one of the largest programmes of the UN Women-Cambodia Country Office (CCO), the EVAW programme is expected to continue expanding over the coming years. At this juncture, a new programme design is required to coherently frame and plan for future areas of focus which include but are not limited to support for: the implementation of the new NAPVAW; inter-ministerial coordination; implementation of a national prevalence study to be conducted in partnership with the government and other UN agencies; the development of a prevention strategy and community-based violence prevention interventions; legal reviews and reforms; the capacity development of government and civil society partners to promote access to justice; and linkages with work on women, peace and security.
With this in mind, there is a need for an international consultant to design the next phase (2014-2017) of UN Women’s EVAW Programme in Cambodia.

Duties and Responsibilities
The EVAW Programme Design Consultant will work under the supervision of the UN Women Cambodia Country Director, and in close consultation with the CCO’s EVAW Programme team.

The specific tasks of the consultant will include:

Document Review:

Conduct desk review of UN Women’s strategic and programme documents concerning UN Women’s work on EVAW in Cambodia from 2010-2013.

Consultations:
Meet with key informants (external and internal to UN Women), and lead participatory consultations with stakeholder groups (duty bearers and rights holders) including relevant government ministries, civil society organizations, marginalized women, UN agencies, and UN Women personnel, to identify viable opportunities for aid-effective programme delivery on EVAW in Cambodia.

Alignment Process:
Ensure the alignment of UN Women’s new EVAW Programme Design to relevant strategic documents in both the national and UN Women contexts;
To achieve alignment, the consultant is required to interface with the Royal Government on its NAPVAW Implementation Plan, its upcoming National Strategic Development Plan and Neary Rattanak IV, as well as with UN Women and AusAID on other relevant strategic documents relating to EVAW in Cambodia.
