Organizational Context
The International Fund for Agricultural Development (IFAD) is an international financial institution (IFI) and a specialized Agency of the United Nations. Its mission is enabling poor rural people to improve their food security and nutrition, raise their incomes, and strengthen their resilience. To achieve these goals, IFAD develops and finances programmes and projects aimed at increasing agricultural productivity and incomes and reducing rural poverty. IFAD’s headquarters is in Rome, Italy, but has offices in 40 countries and finances programmes and projects in more than 90 countries.
The Partnership and Resource Mobilization Office (PRM) is responsible for coordinating mobilization of regular resources through the tri-annual Replenishment process, mobilizing and managing of supplementary funds, and facilitating the establishment of Trust Funds, co-financing of programs and projects towards achieving IFAD’s mandate. Following IFAD’s phased reconfiguration; PRM is to ensure that IFAD promote the right partnership and has adequate resources to deliver on its Strategic Framework and Business Model, which call for an expansion of financing and co-financing of IFAD’s programme of loans and grants, to meet the increasing demand by its beneficiary member states.

Purpose of the Position
The Resource Mobilization Officer is a member of the Partnership and Resource Mobilization team, in the Office of the President and Vice President. He/she ensures that planned financial resources are realized and new resource opportunities mobilized; to this effect, he/she is responsible for managing Replenishment-related activities and identifying new approaches and strategies, in consultation with IFAD relevant Departments as appropriate.

Duties and Responsibilities
In this context, under the overall guidance of the Director of Partnership and Resource Mobilization and Senior Advisor to the President and the direct supervision of the Deputy Director of Partnership and Resource Mobilization, the incumbent leads and is responsible for the activities related to the Replenishment.

More specifically, the incumbent will:
• Develop, implement, monitor and evaluate the Replenishment Secretariat’s work program and related projects; identify priorities, problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and initiate follow-up actions.
• Prepare documentation and decisions for the Steering Committee, and coordinate the various work streams related to the preparation of documentation. Liaise with the originators of Replenishment documents to ensure they are delivered in on-time and of high quality. Identify risks and issues and ensure they are addressed in a timely manner and pre-emptive action is taken.
• In collaboration with the Financial Operations Department (FOD), contribute to the development of financing scenarios for the replenishment sessions, providing background, historical data and analyses as well as information on trends regarding replenishment levels as foreseen by member states, and provide recommendations to management.
• Keep and regularly adjust records on pledges in order to provide strategic input to managerial decisions on the way forward regarding the mobilization of resources.
• Monitor, analyze and report on the Replenishment discussions of partner institutions. Represent IFAD at relevant conferences, fora, meetings and seminars. Establish, develop and maintain collaborations and partnerships with officials of relevant international institutions to interact on issues of mutual concern.
• Develop an overview of, and report on, key international events with impact on the replenishment and identify opportunities for engagement by IFAD.
• Liaise with relevant divisions to ensure efficient organization of the Replenishment meetings and related events.
• Liaise with relevant divisions to ensure consistency between Executive Board processes and issues and those of the Replenishment Consultation. Develop presentations, statements, reports for Consultation Sessions and related events. Prepare Replenishment-related reports and scripts for the Executive Board and Governing Council.
