National Agencies Staff Training Course for Newcomers STEP INTO ERASMUS+: YOUTH IN ACTION



The National Agencies of Belgium - Flanders (host), Hungaria and the Czech Republic, at the request of the KMST working group is looking for Two trainers will be needed, to prepare the training course together with the rest of the team. A draft of (previous editions of) the training course is available, but the content of the programme should be assessed and adapted to the (new) overall aim.

Description

1. Activity dates and venue


The staff training for newcomers will run from Monday 19th of January (arrival day) till Thursday 22nd of January 2015 (departure day) and will cover 3,5 working days.

It will take place in Brussels in De Waterman, a youth accommodation centre in the heart of Brussels, integrated in the facilities of JES, the umbrella youth organisation for Brussels Capital. Double or triple rooms will be foreseen for the participants.


2. Participants in the staff training

Ca. 30 participants will attend the staff training for newcomers in the Erasmus+: Youth in Action-programme. The target group is NA staff in all programme countries that work directly with E+:YiA-programme users and the NA network. Priority should be given to staff having worked for a short period in the NA and that do not have a similar European level experience (ex. no former participation in NA staff training). Preferably the participants are staff members that started working in an NA in 2014 and dealt with at least one deadline in the programme, but each NA will be free to nominate the participant they consider most appropriate for the newcomer training.


3. Aims en objectives

Overall aims and objectives

A. To develop the competencies of NA staff to link EU youth policy (E+:YiA specific objectives) and national youth policy with the E+:YiA programme implementation:
• Knowledge + Understanding of EU youth policy and policy areas that concern youth, E+YiA objectives, general objectives, E+ YiA programme and structure.
• Active use of knowledge into every day work like information, consultation, assessment, training, development work etc.
• Commitment/interest to learn about development in the area of EYP & E+YiA (New knowledge, evolution, results).

B. To develop holistic understanding and knwoledge of NA staff about E+:YiA and about the opportunities/links between different parts of the programme:
• Knowledge + Understanding of EU youth policy and policy areas that concern youth, E+YiA objectives, general objectives, E+ YiA programme and structure.
• Active use of knowledge into every day work like information, consultation, assessment, training, development work etc.

C. To develop the ability of NA staff to link European and national youth policy and practise, translating national to European and vice versa (based on 1. competence area):
• Knowledge & understanding of national youth policy and national reality of youth policy.
• Capacity to interlink (contextualisation), work with innovative ideas, critical reflection.
• Active participation in YiA network activities and youth policy related activities at national and international level, multiply acquired knowledge, share gained experience

Therefore the training course should

I. Enhance the newcomers’ understanding of the framework of the E+:YiA programme:
• Understand the decision-making processes on European and national level: use the decision process of the E+:YiA programme 2014-2020 as an example.
• Increase the understanding of the E+:YiA programme as an instrument in European Youth Policy.
• Get to know the management of the programme on European level: the actors, support structures, relevant meetings, etc.

II. Allow the newcomers to become familiar with the network and his/her role in this context:
• Understand the role and responsibilities of an NA in relationship to other NAs, the Commission and the Units involved.
• Enhance the intercultural awareness and understanding of diversity within the network.

III. Stimulate cooperation on European level:
• Become familiar with the tools, instruments, procedures and documents as well as where to find (more) information and possibilities to meet (physically and virtually)
• Foster a good communication culture within the network and focus on teambuilding on European level.
