Advocacy and Policy coordinator

The secretariat of CONCORD Europe wishes to recruit an Advocacy and Policy coordinator for a period of six months. We are looking for a dynamic and pro-active person with high team-spirit and with proven ability to work in coalitions / confederations. Applicants must have the right to reside and work in Belgium.

Position description:

The main responsibilities and tasks of this coordinator are to enable the respective working group leaders and members to best fulfill their work and to ensure strong coherence of their work with the confederation strategy while motivating and empowering others. This includes the coordination of the work around Annual priority 3 “CSO Enabling environment” and relevant working streams such as FDR (with its sub-groups) and the Human Rights-based Approach group by supporting the development of a policy and advocacy strategy, coordinating, overseeing and contributing to the implementation and evaluation, in close cooperation with the relevant working and steering groups and by making linkages with other annual priorities and relevant working structures, in particular with the other component of Annual priority 3) Strategic Alliances and partnerships. Furthermore, the coordinator also supportes the Head of Policy and Advocacy with strategic policy work as well as to provide on generic policy & advocacy work.

Key responsibilities will be:

Job Responsibility 1:

Coordination of and enabling the CONCORD’s work on CSO enabling environment and relevant working structures as well as relevant policy and advocacy work (about 65 % of time).
This includes activities such as:
• Mobilize membership engagement, coordinate and provide strategic, building capacity on CSO enabling environment and for the relevant working structures while facilitating their integration and participation in relevant CONCORD work streams and processes. This also includes CONCORD’S planning process, as well as interaction of these groups with other working structures; participate in relevant parts of Policy Forum and Conveners Forum meetings;
• Coordinate the work of the FDR working group and provide minimal support to the work of the 4 FDR sub-groups (geographic and thematic instruments sub-group, the EU delegation group, the financial regulation sub-group and the training taskforce);
• Coordinate and facilitate the work of the Human Rights-based task force;
• Facilitate the strategic relations of above working structures with policy/political targets on matters relating to CSO enabling environment and participate in lobby meetings;
• Support building alliances and partnerships on CSO enabling environment:
• Monitor the EU institutions on priority issues; maintain a useful network of contacts in institutions and amongst CSOs and facilitate partnership building;
• Occasionnally prepare presentations, speeches, articles and undertake public representation for advocacy purposes on the policy areas mentioned above;
• Oversee the budget implementation of the working structures above.

Job responsibility 2:
Contribute to general secretariat work and in particular to the generic policy and advocacy work of CONCORD (15% of time).
This includes activities such as:
• Actively contribute to CONCORD policy team and staff meetings (occassionally steer them) and other relevant policy and advocacy meetings of CONCORD;
• Provide strategic advise and prepare key messages and speeches for the Head of Policy and Advocacy, Director, broader Management team, Board and President;
• Provide support to more generic work of the Secretariat if and where needed;
• Answer requests from targets, researchers amongst others and link them up with relevant members;
• Support the organisation of CONCORD’S General Assembly;
• Provide support to CONCORD’s activities at the EU DevDays.

Job Responsibility 3:
Support the head of policy and advocacy in strategic policy and advocacy issues (15%).
This includes activities such as:
Work together with Head of Policy and Advocay on strategic policy and advocacy work such as new ways of working under the new CONCORD strategy and coordinating the work around the CONCORD policy forum and conveners forum.

Job Responsibility 4: Line-management of a trainee and working with consultants (5 % of time).
