Terms of reference
Job title:
Capacity Building Consultant.
Location: Tyre, Lebanon with frequent field visits to the 6 districts of South Lebanon.
Reporting to: Regional Director.
Starting date: June 2015.
Duration of contract: two months, full time consultancy.

Background
INTERSOS started to work in Lebanon in 2006 to support the Lebanese people affected by the Lebanese-Israeli war. Since 2013 INTERSOS has been supporting the vulnerable populations in Lebanon affected by the Syrian conflict, including both Syrian refugees and affected Lebanese people.

Project Overview
INTERSOS’ current programmes in South Lebanon focuses on protection activities. The Capacity Building Consultant will work on a UNHCR funded protection project which is implemented across seven districts of South Lebanon. The project focuses on case management for high risk child protection (CP), SGBV and persons with specific needs (PwSN) cases. The case management services are run out of the six INTERSOS safe spaces centres located in different districts of South Lebanon; the case management is implemented by a team of national Case Workers. INTERSOS employs a holistic and client focused approach to case management providing psychosocial support, an internal psychological counselling services as we as referring cases to external service providers such as medical, legal, PSS and shelter services. INTERSOS also provides emergency cash assistance when required and implements small scale awareness raising activities in refugee communities on CP, SGBV and PwSN topics. The INTERSOS community-level protection activities are overseen and guided by the International Protection Officer (POI) but the project has planned for two National Protection Officers (PON) to assume the responsibility of supervising and coordinating the activities.
To this extent, INTERSOS seeks a consultant to build the capacity of the two PON through formal training as well as on-the-job coaching in order to ensure an effective transition of the protection officer role from international to national staff.

Objectives
1. To provide technical advice and guidance on case management for CP, SGBV and PwSN, developing trend analysis, coordination with other actors, information dissemination and referrals, for PONs, in line with INTERSOS and UNHCR minimum standards and interagency SOPs in protection related work.
2. To build the technical capacity of the PONs to supervise, guide and monitor the team of national Case Workers in implementing all of the activities necessary to conduct effective CP, SGBV and PwSN case management.

The envisaged outcomes of this consultancy include:
1. Increase the technical knowledge and capacity of PONs in the supervision of effective case management (including case identification, documentation, monitoring, follow up, the referrals, CM meetings/conferences especially for complex cases, etc), according to internal and UNHCR standards, to the level that PONs assume all responsibilities in this area from the POI.
2. Build the capacity of the PONs in all aspects of monitoring and reporting related to case management (managing the case management databases, feeding into internal/external reports and providing analysis on protection trends/concerns).
3. Develop the ability of the PONs to effectively coordinate, support and supervise the Case Workers in implementing project activities. PONs should provide effective supervision in activity planning and implementation, keeping teams updates on relevant context/actor information, ensuring links with other INTERSOS project components, coordinating with external actors on project activities and supporting budget/admin tasks for the INTERSOS safe space centers.
4. Build the skills of the PON in performing effective coordination and representation with partner agencies, community leaders and service providers in the target areas to increase the impact of project activities. PONs will be focal points for communications with the PM, UNHCR and other relevant stakeholders and therefore will the Capacity Building Consultant will enhance the ability of PONs to build relationships with these actors as well as maintain up to date service maps/information, participate in coordination meetings and promptly communicate protection concerns to the relevant actors.
