Work context

In the regions of Hiraan, Mudug and Banadir, Cesvi is involved in the mother-child health emergency with activities that ensure adequate access to primary care, the fight against child malnutrition and vaccine campaigns for rural and urban populations.
Cesvi is currently running the OPD/ Emergency Department of Belet Weyn hospital in Hiraan Region. Health actions are integrated with programmes aimed at increasing self-support for families and the resilience to shocks caused by natural or man-made disasters. In the capital Mogadishu, Cesvi is working on water sanitation, emergency waste disposal and child health.

Job description
The Area Coordinator is responsible for the oversight of all Cesvi’s projects in Hiran Region, Somalia; this responsibility covers the operational/support functions (human resources, logistics, finance & administration, and staff safety) and direct programme activities including coordination, programme planning and overseeing the day-to-day operations of senior field staff. In fulfilling his/her responsibilities s/he will work with other senior managers and with the Programme Unit Manager to ensure that the programmes are carried out in line with Cesvi’s policies and procedures.

Main Duties & Responsibilities:

Program

• Implement integrated health, nutrition and livelihood programs.
• Ensure that current and potential needs of beneficiaries in the programmatic plan are met.
• Set program objectives and targets and guide staff towards programmatic achievements.
• Oversee all aspects of the program, and be responsible for the quality of program delivery and outputs.
• Ensure an effective M&E system is in place and in use for all activities and projects of the program and oversee continual improvement in assessment and communication of impact.
• Coordinate all aspects of programming with other programs and initiatives as appropriate.
• Establish and develop links with government and NGOs in the fields of community service, income generation/economic empowerment.
• Report to the Country Director about activity progress, issues, risks and constraints on a weekly basis.
• Lead weekly program management meetings.

Operational and Financial Oversight
• Supervise operational aspects of the program and ensure that Cesvi protocols and procedures are applied and respected.
• Ensure proper maintenance of procurement consistent with Donors and Cesvi policies and guidelines.
• Ensure that all the program and financial documents are properly produced and filed for the sake of audits.
• Monitor all program financial expenditures and prepare forecasts.
• Ensure that cash management practices and record keeping are in accordance with donor and Cesvi regulations.
• Contribute to the timely preparation and submission of reports (narrative and financial) to Donors.

Personnel Management
• Ensure effective selection, orientation and supervision of staff.
• Ensure personnel files are up-to-date and policies are understood and properly followed.
• Conduct performance assessments, build the capacity of the teams through training and on-the-job coaching and provide feedback regularly and appropriately.

Sector Coordinator
• Ensure consistent submission of health information system and other relevant data from field sites; regularly review data trends and program quality with field site staff.
• Identify short and long-term objectives toward strengthening the Health sector in country and develop proposals to accomplish these goals.
• Attend senior management team meetings and advise the Country Director, Programme Unit Manager and other senior staff on status of program implementation and of sector development.
• Built, maintain and strengthen relevant relationships such as UN agencies, INGOs, local and central Government, donors and other external partners.

Senior Base Coordinator Responsibilities
• In close cooperation with the Head of Mission, he/she coordinates the activities of the departments shared among projects based in Galkayo and Beletweyne, acting as the organization’s focal point for LOGISTIC, SECURITY and HR, staff management, vehicles and common spaces management, in line with the organization’s procedures. He/she will not interfere with the activities of the projects solely responsibility of the PMs.
