Project Manager

Location: North Iraq (Niniveh Governorate – West of Tigris, and Kurdistan Region of Iraq: Dohuk and Erbil Governorates). Duty station: Dohuk
Contract period: 6-8 months with possibility of extension
Hours: Full time
Date of Issue: 1st July 2016
Closing Date: 15th August 2016
Staring Date (indicative): Mid August 2016

UPP is looking for a Project Manager to be hired on the second phase the project:

Nineveh Paths to Social Cohesion, Coexistence and Peace funded by UNDP through Funding Facility for Immediate Stabilization, implemented with the Department for Peace Operations of the Peace Action Training and Research Institute of Romania (DPO-PATRIR).
The second phase of the Nineveh Paths to Peace program supports on the ground, community-based interventions to produce practical impact on local and regional conflict dynamics, focusing on liberated areas. The project is embedded in ensuring authentic ownership and development of robust, resilient and effective capacities: directly in communities; in key civil society organisations; and in community-level and provincial authorities. Activities will start with the development of a strong community-based early warning and social cohesion analysis framework directly linked with community-based programming and intervention measures for mediation, prevention, reconciliation and improving social cohesion. The action will include community-based public awareness raising campaigns and programs to address and prevent youth recruitment and improve inter-community relations; direct interventions by community-based mediation structures (local peace committees), institutional peace councils, community measures for transitional justice and women’s and youth peace teams. The extent of practical, on the ground intervention, mediation, prevention, peacebuilding and reconciliation measures in the programme builds upon strong community partnership and relations with local civil society and local authorities developed in the first phase of the Nineveh Paths project.


Overall Objectives:
• To strengthen the capacity of local civil society organisations and community-leadership to implement effective mediation, dialogue and reconciliation processes to improve inter-community relations and prevent violent incidents;
• To implement community level dialogue, mediation and reconciliation processes which have a measurable impact on improving community relations and strengthening capacities to handle conflicts and prevent incidents of violence.


Essential requirements:
• University degree;
• Minimum of 8 years professional experience in humanitarian and peacebuilding project management;
• Excellent command of the project life cycle management with a special focus on administration and reporting actions;
• Proven capacities to plan activities successfully targeting results and objectives;
• Academic studies (preferably graduation/master degree) in the field of international cooperation, conflict resolution and peace studies;
• Knowledge of the Middle East context and relevant local actors;
• Excellent oral and written English. Arabic and Italian are an asset;
• Working experience with local counterparts (CSOs, local NGOs, and others);
• Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlinesProactive attitude;
• Team working skills;
• Excellent computer literacy skills.

Terms of reference:

Brief description

• The Project Manager is one of the senior leadership positions of the project with key responsibilities relating to project administration, management and relevance of the project with respect to local conditions and needs.
• The Project Manager will have lead responsibility in Iraq for the overall management of the project implementation ensuring coherence with the project strategy, objectives and principles defined by the Project Consortium Steering Committee (PCSC) .
• The Project Manager has responsibility for ensuring all accounting and reporting are managed in accordance with UPP & project standards and donor requirements, and will work to ensure management of project staff in their performance and roles.
• Together with the Peacebuilding Director and in accordance with the strategy, work plan and guidelines defined by the Project Consortium Steering Committee (PCSC), the Project Manager will be jointly responsible for relations with the donor and for protocol and relationship management with partners and local authorities.
• The Project Manager will work at all points for the best interest of the project, the partnership, and the empowerment and ownership of peacebuilding and recovery by Nineveh partners and counterparts.
