Description
Democracy reloaded: A training course to develop instruments and structures for youth participation in decision making at local level.

Context & aims:

The involvement of young people in developing youth policies and in decision making is fundamental to increase the sense of belonging and active citizenship of young people to their communities. Involvement in a broader dimension: when young people have an active voice and are fundamental actors of the development of their local communities, of decision-making processes and shaping local policies.

This enables municipalities and regional public authorities to address the needs and interests of youth, at the same time that will contribute to engage youth as active actors of the solutions for their problems, increasing the level of ownership, compromise and involvement of an important part of our communities that is many times neglected on this level. For this it is crucial to develop a new culture of youth participation, especially with regard to decision-making processes on issues that are of direct concern and interest of young people. Youth should be looked at as a source of solutions for our social problems; their extraordinary energy, creativity and potential for change can largely contribute to the development of our communities.

SALTO-Youth Participation in cooperation with the German, Hungarian, Italian, and Slovak National Agencies of the Erasmus+ Programme organise a training course in Budapest (Hungary), from 28 November to 04 December 2016 aiming at allowing youth leaders, youth workers and local and regional public authority officers dealing with youth to work together to develop the necessary competences to efficiently plan, implement, sustain and reform local participative structures such as local youth councils, youth forums and/or other spaces of permanent structured dialogue and co-management at local level.

The core competences for local and regional authorities
Nevertheless, in order to establish, maintain and develop sustainable democratic participation structures for young people, local and regional authorities require a set of specific competences. These competences have not yet been fully taken stock of and elaborated; therefore, a mapping exercise of these competences is needed and will be initiated during the training course “Democracy Reloaded” and and followed by a study visit and evaluation. This study visit will offer the participants the opportunity to experience in practice the outcomes of the Training Course “Democracy RELOADED”.

The researcher in cooperation with the preparation team will be responsible of the mapping of the competences required for building, maintaining and developing democratic participation structures involving young people in decision making on local and regional level. Identifying these competences will allow National Agencies and the SALTO Youth Participation RC to better address the training needs of Erasmus+ project beneficiaries in the future, and better develop the pedagogical approach and methodology of further training activities in this field.

Implementation
a.
Preparatory meeting (2 working days, 2-3 stakeholders, 2 trainers, 1 researcher) to prepare the training course and the methodology of the research.
b. Training Course (5 working days, 25 – 30 participants; 2-3 stakeholders) to further map and discuss with the group the specific competences required by regional and local public authorities.
c. Study visit (to be organized in 2017 TBC) to evaluate the implementation of the outcomes of the training course and finalize the research.

Requested trainer profile
SALTO-YOUTH Participation is looking for 1 researcher responsible for the mapping of the competences required for building, maintaining and developing democratic participation structures involving young people in decision making at local and regional levels.

Profile of the researcher:
• Profound knowledge of the topic of youth participation in decision-making;
• Working experience on the topic of youth participation at local level with regional and local authorities;
• Experience in working with public authorities (e.g. municipalities, counsellors);
• Experience in working on competence mapping and development;
• Used to cooperating with stakeholders from different professional, political and cultural backgrounds;
• Very good command of English;
• Availability for the preparatory meeting that will take place in Italy between 26-28 September (including travel days) and for the training course in Hungary from 28/11 to 04/12/2016.
