Country Administrator – Libya

Location: Tunis, Tunisia.
Closing date: 03/05/2017.
Duration: 8 months.

Work context:

Cesvi works in Libya since 2011. Following the turmoil of mid 2014 the expatriate staff has been temporarily evacuated, guaranteeing the management by remote. From 2016 the remote management is done from Tunisia and based on evaluation of existing situation Cesvi plans to return with key expatriate staff to Tripoli with key initial staff ,based on on-going security assessment.
Cesvi provide a strength and enhanced integrated service in order to address the specific needs in term of protection of Refugees, Asylum Seekers and Mixed Migrant Communities affected by the ongoing unstable situation in Libya. Ongoing emergency projects ( cash transfer and protection ) are implemented in Benghazi and Tripoli.
Due to the current situation in Libya, the Coordination office is based in Tunis in order to keep the coordination with the international partners and donor.
The Country Administrator has to coordinate by remote effectively and efficiently the key local staff e support the expatriate staff ( up to 7 persons). Total estimative yearly budget 3ML.

Job description:
• The collaboration will start in Mid-May – June 2017.
• The main duty station will be Tuniswithremote control in Libya and short mission to Tripoli.
• The person will respond to the Head of Mission and Desk Officer at HQ. S/he will refer to the HQ Project Accountant on admin and finance issues and financial reporting.
• The person will work in collaboration withlocal and expatriate staff working in Libya and Tunisia.

Main tasks and duties:
• S/he will ensure the financial management – plan, supervise and deliver all project and programme related administrative functions: accounting, budgeting, procurement, financial reporting and monitoring;
• S/he supervise bookkeeping and other financial records of the mission (cash & bank management, Prime entry monthly update, monthly reconciliations);
• S/he will support the Project Managers in the preparation of the monthly Budget Forecast Update (BFU) and financial plans; prepare requests for funds for the HQ and or donors; check and approves Local Request for Funds from the Field Offices;
• S/he will build capacity of national finance/admin staff through on-the-job training and participate in the review, monitoring and performance evaluation of financial/administrative staff;
• S/he will ensure that the management of the program will comply with administrative procedures of Donors, local Law and Cesvi and will develop procedures and guidelines to this end, as well as provide on-the-job training and supervise partner’s administrative staff;
• S/he will coordinate the Finance and Admin activities and schedule to meet the Financial Reporting requirements and deadlines specified by Cesvi HQs, donors and Audit;
• S/he will participate to the coordination meeting with other NGOs (NGO Forum) and Consortium partners’ related to financial and administrative issues;
• S/he will ensure an adequate reporting to the Head of Mission based in Tunis and at HQ to the Desk Officer and Project Accountant, with regard to the management/control of financial flows of the various projects, constantly monitoring expenses and cash flow (final balance and budget analysis);
• S/he will plan, supervise and control logistic functions;
• S/he will assist the Project Managers in the procurement procedure and preparation of contracts with suppliers, partners and service providers, and monitor contract administrative performance;
• S/he will ensure the Logistic officer supervise the management of supplies, stocks and assets;
• S/he will assure an efficient office organization and a correct storage of the project documentation;
• S/he will assist Project managers with preparation of donor budgets, to ensure compliance with donor regulations and to ensure their incorporation into the country annual operating budget & revisions;
• S/he will ensure the execution of HR regulations in line with Cesvi’s HR policies and the local labour law;
• S/he will enhance HR administration tools and guidelines incl. job descriptions, salary scales, performance evaluations, disciplinary processes, staff development policy, terms and conditions, etc and update HR policies and procedures accordingly;
• S/he will ensure the fulfilment of legal obligations for INGOs in the country (official registrations, visas, etc.);
• S/he will carry out briefing and de-briefing with the HQ at the beginning and at the end of his/her assignment;
• S/he will attend a compulsory training at the beginning of his/her assignment at HQs level.
